En cette veille de "Republic Day", un article de The Asian Age...

"Over half of the world’s most polluted cities are in India. Because of the poor quality of air, 18,000 premature deaths occur each year in its metropolises."

Sixty three years ago, Dr B.R. Ambedkar spoke of the “life of contradictions” into which the Indian Republic would enter on January 26, 1950. He underlined the need for eliminating, at the earliest, the contradictions in the social and economic sphere lest they should imperil our political freedom and democracy. Were he to come alive today, he would be appalled to see the extent to which the contradictions have deepened and, that too during the period when the Republic saw one of the fastest growing economies in the world.

A report by the Naadi Foundation on Hunger and Malnutrition, which was released by the Prime Minister on January 11, 2012, has brought out that “59 per cent of the Indian children, between the age group of 0-5 years, have stunted growth, 42 per cent are underweight and 11 per cent suffer from wasting disease”. Every year, 13 lakh children die before reaching their first birthday, and about 55,000 women lose their life consequent upon birth-related complications.
Even now, as noted by the Unicef, in its report of 2009, 40 per cent of the world’s child marriages occur in India” and “about 47 per cent of Indian women in the age group of 20 to 24 years, covered by the survey, were found to have been married off before attaining the legal age of 18”. It is the socially and culturally sanctioned practices and not the provision of law that generally matter.
Many other recent reports prepared by reputed agencies, both national and international, have reminded us of the agonising reality that has continued to curl around the body politic of our Republic, and with which we have been dealing without much zeal or inner commitment.
The “human development index” value assigned to India in the 2011 report of the United Nations Development Programme (UNDP) is substantially low. It is merely 0.547, and goes down further to 0.392 if the element of inequality is factored in. India’s overall rank is 134 amongst 187 countries covered by the report. Her position on “gender inequality index” is no less dismal; India is 129th in the list of 146 countries surveyed. When measured on the UNDP’s “multi-dimensional poverty index”, about 53 per cent of the total population of India would have to be reckoned as poor and living under distress.
It is primarily on account of this distress that in 2010 alone as many as 15,968 farmers and 28,152 self-employed persons in industry, trade and other professions committed suicide. The ever-increasing migrants to the major Indian cities are finding shelter only in the hell-hole of slums. About 38 million of them are afflicted with serious water-borne diseases. Over half of the world’s most polluted cities are in India. Because of the poor quality of air, 18,000 premature deaths and 1.7 crore cases of illness occur each year in Delhi, Mumbai, Kolkata and Chennai.
What makes the above conditions all the more tragic is that they have persisted even when India is virtually witnessing a “Gilded Age” of nouveau billionaires and when luxury houses, posh malls and sprawling golf courses are sprouting like mushroom in its metropolises. India’s capital, Delhi, alone has been, on an average, adding about 1,000 motor vehicles on roads every day. The contradictions that the Republic is rearing are, indeed, unprecedented.
It is the poor governance capacity of our system as a whole that has badly let the Republic down. In this regard, bureaucracy has to share a major part of the blame. The Indian Civil Services, which constituted the steel frame of the administrative setup at the time of Independence, had justifiably earned the reputation of being the best in the world; otherwise how could a mere 1,000 members of the service effectively maintain law and order throughout the length and breadth of British India and also carry out such remarkable development projects as setting up of an extensive network of canal irrigation in Punjab and Uttar Pradesh? The remnants of this service and its successor, IAS, served the Republic well for the first few years of its life and played a prominent role in the integration of 562 princely states, rehabilitation of displaced persons and ushering in of the Green Revolution. But, due to the emergence of narrow politics of power and uncongenial social and cultural environment, the services started losing their verve, vitality and moral pie. They were soon overburdened with junk, and their interior spaces were infested with all types of pests.
Now, the Indian bureaucracy as a class is being labelled as obstructionist and venal. A Hongkong-based research group, named Political and Economic Risk Consultancy, in its report of January 2012, has rated this bureaucracy as “the worst in Asia”. That this appellation is not uncalled for can be seen from the fact that the 2011 report of the ministry of programme implementation itself shows that the delay in executing the plan projects would cost the public exchequer an additional amount of Rs. 1.20 lakh crore.
The system of education in the Republic, too, has been marred by its unwholesome development. The recent data shows that 38 per cent of the doctors, 36 per cent of the Nasa technicians and 34 per cent of Microsoft employees working in the US are Indians and that they have mostly Indian educational background. But the other side of the system’s reality is that at present about two-thirds of universities and about 90 per cent of colleges are performing below average. In respect of school education, January 2012 report of the Organisation for Economic Cooperation and Development regarding its International Student Assessment Programme has ranked Indian higher secondary students only better than those from Kyrgyzstan among 74 participating countries.
On its birthday, all the well-wishers of the Republic should ponder over what the future holds for her. Would her freedom, in view of social and economic contradictions that her system is engendering, be blown up, as apprehended by Ambedkar, or would she turn a new page in her life?
W.E. Channing, a famous unitarian preacher of the 19th century, had made a highly insightful observation about the manner in which a setup undergoes a fundamental transformation: “There are seasons, in human affairs, of inward and outward revolution, when new depths seem to be broken up in the soul, when new wants are unfolded in multitudes, and a new and undefined good is thirsted for. There are periods when the principles of experience need to be modified, when hope and trust and instincts claim a share with prudence in the guidance of affairs, when, in truth, to dare is the highest wisdom.”
I am not sure whether a season for inward and outward revolution has come for India, whether new depths would break up in her soul, whether a new and undefined good would be thirsted for by her, whether hope and trust and instinct would claim a share with her prudence and whether she would attain her highest wisdom by daring. But I have no doubt that unless the Indian Republic is soon visited by such a season of inward and outward revolution and she attains her highest wisdom by daring, she faces a bleak future and her contradictions and crudities would multiply and assume a more sinister form.

C'est par cette même porte qu'est sorti, 24 ans plus tard, le dernier régiment britannique, durant l'accession de l'Inde à l'indépendance.

Et oui, ya pas tant de choses que ça à voir à Mumbai, mais y aller à cette période, quand la température oscille entre 25°C le jour et 15°C le soir, c'est génial :-)

Et puis, ces quelques photos font peut être rêver, mais n'oublions pas que dans cette capitale économique au sein de laquelle des acteurs millionnaires s'affichent, plus de la moitié de la population vit dans des bidonvilles...

26 enfants meurent en quelques jours dans un hôpital indien

CALCUTTA (Inde), 22 jan 2012 (AFP) - Au moins 26 enfants sont morts ces cinq derniers jours dans un hôpital public du Bengale-occidental, dans l'est de l'Inde, faute de moyens humains et matériels suffisants, ont annoncé dimanche les autorités locales.

L'hécatombe est due à un afflux d'enfants malades "en phase terminale", des nouveaux-nés souvent chétifs qui souffraient d'asphyxie périnatale, selon les responsables des services de santé de Malda, à environ 240 km au nord de Calcutta, capitale de l'Etat.

"Plus de 14.000 bébés ont été admis à cet hôpital ces trois derniers mois. L'hôpital n'a pas l'infrastructure nécessaire pour traiter autant d'enfants", a déclaré à l'AFP Biswa Ranjan Satpathi, directeur des services de santé du Bengale-occidental.

L'établissement, qui dispose de 60 lits, avait accueilli ces derniers jours de nombreux patients en provenance de districts voisins et des Etats de Bihar et de Jharkhand, a-t-il précisé.

En juin, au moins 17 bébés étaient décédés en 36 heures dans un autre hôpital public de Calcutta.

La malnutrition en Inde: une "honte nationale", selon le Premier ministre

La malnutrition qui continue de toucher des millions d'enfants en Inde est un motif de "honte nationale", a reconnu mardi le Premier ministre, Manmohan Singh, en dévoilant une étude selon laquelle 42% des enfants de moins de cinq ans sont sous-alimentés.

"Je répète que le problème de la malnutrition est un motif de honte nationale", a-t-il déclaré lors d'une allocution télévisée à l'occasion de la publication d'un rapport portant sur 73.000 foyers dans neuf Etats de l'Union indienne.

"En dépit de la croissance impressionnante de notre PIB, la sous-alimentation dans le pays est à un niveau inacceptable. Nous n'avons pas non plus réussi à réduire assez vite ce taux", a-t-il regretté, en évoquant le rapport remis par plusieurs organisations non gouvernementales.

"Ce qui m'inquiète, c'est que 42% de nos enfants sont encore sous-alimentés", a déclaré le Premier ministre, rappelant toutefois que la proportion avait diminué de 11 points de pourcentage en sept ans.

"Nous ne pouvons espérer un avenir sain avec un grand nombre d'enfants mal nourris", a-t-il estimé.

Selon M. Singh, les acteurs sociaux et politiques doivent "comprendre clairement les nombreux liens --entre éducation et santé, installations sanitaires et hygiène, eau potable et nutrition-- pour ensuite adapter leurs réponses en conséquence".

Un rapport de l'ONG Save The Children publié en 2009 soulignait qu'en Inde, près de 2 millions d'enfants de moins de cinq ans mouraient chaque année, la moitié de ces décès intervenant le premier mois suivant la naissance, notamment en raison de maladies néonatales, de diarrhées et de pneumonies.

Selon Save The Children, la principale cause de mortalité est due à la malnutrition.

Près d'un enfant sur trois souffrant de malnutrition habite en Inde et 45,9% des enfants indiens de moins de 3 ans sont trop maigres. Or un enfant mal nourri présente neuf fois plus de risques de mourir qu'un autre enfant.

Depuis la libéralisation économique de l'Inde dans les années 1990, le pays a émergé de décennies de pauvreté, porté par une solide croissance de l'ordre de 10% qui a permis la naissance d'une classe moyenne et donné à l'étranger l'image d'un pays "qui brille".

L'Inde anticipe cette année un taux de croissance proche de 7%.

Mais selon Rohini Mukherjee, qui travaille au sein de la Fondation Naadi ayant participé au rapport, la richesse créée dans un pays où vivaient l'an dernier 57 milliardaires ne s'est pas propagée suffisamment vite aux populations défavorisées.

En terme de malnutrition, l'Inde "fait pire que l'Afrique sub-saharienne", a-t-elle dit à l'AFP, se faisant l'écho d'observations du Fonds des Nations unies pour l'enfance (Unicef).

L'Inde a lancé un vaste programme d'aide à la prime enfance, appelé le Plan intégré des services de développement de l'enfant, mais son action est rongée par la corruption.

En Inde, le lait mis en vente est souvent frelaté (étude)

Plus des deux-tiers des bouteilles de lait vendues en Inde sont contaminées par des substances allant du sel au détergent et pourraient être impropres à la consommation, selon une étude d'un organisme de contrôle gouvernemental.

Selon l'Autorité indienne de sécurité alimentaire (FSSAI), dont l'étude porte sur 33 Etats et territoires de l'Union indienne (qui en compte 35), 68,4% des 1.791 échantillons analysés contenaient des produits incorporés au lait, comme de la graisse, du glucose, de l'eau ou du lait écrémé en poudre.

Du détergent a été retrouvé dans 8,4% des échantillons. Graisse et solides non comestibles ont été les deux produits les plus décelés.

Dans les villes, 68,9% des échantillons étaient contaminés, contre 31% dans les campagnes.

Selon cette étude, seuls deux Etats, Goa et Pondicherry, vendent du lait non frelaté.

"Non seulement un ajout d'eau réduit la qualité nutritionnelle du lait mais de l'eau contaminée peut aussi être un risque pour la santé", a mis en garde l'organisme, ajoutant que la présence de détergents "révèle un manque d'hygiène dans les procédures de traitement du lait".

En novembre 2008, six enfants issus de tribus de l'est de l'Inde sont morts et des dizaines d'autres ont été hospitalisés après avoir bu du lait à l'école. Selon des responsables locaux, ils avaient succombé à du lait frelaté.

L'Inde est le plus gros producteur de lait au monde.

Malgré la triste réputation que l'explosion de l'usine chimique Union Carbide en 1984 a faite à Bhopal, la capitale de l'état du Madhya Pradesh n'en est pas moins une des plus jolies que j'ai visitée jusqu'ici: construite sur 7 collines (certains penseront à Rome, San Francisco, Yaoundé...), elle comporte 13 lacs, de larges avenues, propres et sans bouchons, une population descente (1,5 million d'habitants), et la campagne à 10min. Certes les sites touristiques ne font pas l'attraction principale de la ville, mais son atmosphère agréable, et la présence de sites historiques dans les environs, en font une destination idéale pour un weekend d'hiver.

En Inde, des commandos armés pour protéger les tigres

Des commandos armés vont être déployés dans les jungles du sud de l'Inde pour empêcher les braconniers de capturer et tuer les tigres, dont le nombre a fortement diminué, ont annoncé mercredi des responsables locaux.

La Force spéciale de protection des tigres, qui compte 54 hommes, patrouillera dans les deux principales réserves de tigres dans les parcs nationaux de Bandipur et Nagarhole, à la frontière entre les Etats du Karnataka et du Tamil Nadu, a annoncé le gouvernement du Karnataka.

L'équipe, qui comporte aussi des gardes forestiers, s'est entraînée pendant trois mois aux techniques de survie dans la jungle et au maniement des armes.

"Nous projetons de mettre en place une autre équipe de 54 personnes qui sera déployée dans les trois autres réserves de tigres de l'Etat", a déclaré B.K. Singh, le responsable de la protection forestière du Karnataka.

"Ils auront également un entraînement physique, des combats sans et avec armes, apprendront à lire des cartes", a-t-il ajouté, soulignant qu'il s'agissait de la première initiative de ce genre en Inde.

L'Inde abrite le plus grand nombre de tigres au monde, représentant plus de la moitié du nombre total recensé, mais le pays peine à freiner le déclin de la population face au braconnage, au trafic international et à la destruction de l'habitat naturel provoquée par le développement urbain et la déforestation.

Selon le dernier recensement de l'instance gouvernementale chargée de la conservation des tigres, Project Tiger, l'Inde comptait en 2010 1.706 tigres, contre 1.411 en 2006.

Le nombre actuel de tigres est encore très loin de celui enregistré en 2002 avec 3.700 tigres. On estime qu'il y avait 40.000 tigres vivant en Inde au moment où le pays accéda à l'indépendance, en 1947.

Le Karnataka est l'Etat indien où les tigres sont les plus nombreux, avec quelque 300 félins répartis dans six réserves, selon les chiffres de 2010.

Selon le département local des forêts, 50 tigres sont morts depuis 2006, dont la moitié tués par des braconniers qui revendent leurs restes en Chine pour des remèdes de médecine traditionnelle.

L'Autorité nationale de conservation des tigres (NTCA) a débloqué 500 millions de roupies (920.000 dollars) pour former, armer et déployer des commandos similaires dans 13 réserves de tigres en Inde.

Mobile app to help Indian women fight sex assault

A smartphone app launched Wednesday in the Indian capital Delhi aims to fight a rise in sexual assault cases by enabling women to immediately alert friends or family if they feel at risk.

The "Fight Back" app created by Indian non-profit Whypoll will -- at the press of a single key -- send an SOS message via text message, email and Facebook.

Once the SOS is activated, recipients will be able to track the sender's location via GPS and come to her aid.

"I grew up in Delhi and it's always been an unsafe city. And it just keeps getting worse. As a woman, you just don't feel comfortable on the roads," Whypoll co-founder Shweta Punj told AFP.

"I was disgusted by the violence and wanted to do something about it."

Delhi now tops the list of India's most unsafe cities for women, with 489 reported rape cases in 2010, up from 459 in 2009, according to police statistics.

India's rapid economic growth has thrown open new job opportunities for women, but many feel at risk of harassment or assault while travelling on their own to and from work.

In a 2010 survey by the Delhi government, the United Nations and women's rights group Jagori (Wake Up Women), 45 percent of women said they avoided stepping out alone after dark and 65 percent feared taking public transport.

The survey also suggested that police needed to play a stronger role in safeguarding the rights of women.

According to Whypoll co-founder Hindol Sengupta, while users can choose to include a number for the Delhi police in their SOS shortlist, the main focus of the app is to alert friends and family.

"Indians depend far more on their near and dear ones because we don't trust the system to help us," Sengupta told AFP.

"Once you send the SOS, your friends and family will take it up with the police and pressure them into doing something."

It is unclear how the police will handle complaints sent to them via Fight Back -- designed to work with Nokia, Samsung, HTC and BlackBerry smartphones.

A number of police officials contacted by AFP said they were unaware of the app's existence.

Sengupta admitted that the success of Fight Back would hinge on the police's efficiency and willingness to take up reported cases.

"There is no magic solution to this problem, but we are in talks with the police and we hope the app will help them respond fast in such situations."

The Fight Back app is priced at 100 rupees ($1.90) for a year's use. Currently available only in English, the creators plan to offer it in Indian languages and expand its reach to include nine more cities by the end of 2012.

The app comes a year after volunteer activists in Egypt launched HarassMap, an initiative which asks women to send text messages with details of their location when they face sexual harassment.

The aim of HarassMap is to build a map of hotspots where women are more likely to be assaulted and demand an increased police presence in those places.

Sur la route, le palais d'été de Tipu Sultan, Sultan de la ville au 18ème siècle, qui après 4 guerres contre les Anglais finira par y laisser sa vie, malgré l'aide de la France.

Construit en pierres au début du 20ème siècle après que le précédent fort en bois ait brulé, et réputé pour sa célébration de la déesse Chamundi (ou Durga), guerrière qui a tué les démons Chanda and Munda (d'où son nom).

Le Sud de l'Inde étant beaucoup plus Catholique que le nord, on y trouve de jolies églises, comme la cathédrale de St Philomène (mais qui reste assez sobre malgré sa taille qui en fait une des plus grandes du pays)

Pas si évident de haut, mais Mysore est une petite ville organisée et propre, où il est agréable de se balader dans ses rues espacées et fleuries, sans la foule, la circulation et la pollution des grandes villes indiennes. Un petit coin de paradis!

Woman, the real spine of the home

Our eight-year-old daughter who is a fourth standard KV student has to leave home at 7.15 a.m. to catch her school bus. Till the other day, she never missed the bus even a single day. She would be given her breakfast; her lunch box and water bottle placed in her school bag; her uniform, shoes, socks, belt and hairband — everything would be OK. While all these duties were punctually done by my wife, I used to be busy reading The Hindu.

Last week, her spine was damaged. She was wriggling in pain, admitted to a superspecialty hospital. Special scans revealed a diffuse bulge at L4-L5 and L5-S1discs. Traction belt, physiotherapy and absolute “bed rest” were recommended. The burden of household duties fell on my head.

The day after she was discharged from the hospital, I tried to send our daughter to school. Waking up at 6 a.m., I entered the kitchen, took the packet of rava and tried to make upma. How easily I used to eat the upma and point out its shortcomings to my wife whenever she made it tastily. But I didn't realise that it was so difficult to make it. Many times, I ran to the bedroom to get directions and at last I go the upma ready.

But when my daughter took a spoon-full of it, she immediately ran to the washbasin and spat the whole thing out. “Father,” she asked, “have you used salt or rava to make upma?” She mocked at me saying that upma was not made of uppu (salt). I tasted it and found that it can't be eaten. My wife then asked me to prepare noodles. Somehow, I managed to do it and my daughter was forced to eat it.

Where is the uniform? It is to be ironed. Where are the socks, the belt, and the hairband? Time ran out and she missed the bus.

Don't mind. I turned to preparing the lunch. As the cooker does the main job, I could prepare rice more or less successfully. But when I ventured to make sambar, I was ashamed. A thing which I like so much and my wife used to make so easily, I couldn't prepare. I didn't have the smallest idea how it is made. Though I ran innumerable times to consult my wife, the sambar I made turned out to be something else. In short, I could provide meals to my wife and elder daughter but didn't ask them how my preparation was. I myself found out how it was when I took lunch. Luckily my younger daughter is fond of only bread and biscuits, and I was spared stringent criticism, because it is her nature to call a spade a spade.

When my wife used to do the household work, the kitchen was so clean and tidy; but now however hard I tried, I could not make it as clean and tidy as it used to be. Washing utensils was the most tedious and difficult task. You will continue washing and the utensils in the sink will continue increasing. It causes hip pain. I wondered how difficult it would be for my wife, who had undergone two Caesareans, to do all these tiresome chores in the kitchen before and after attending to office duties. Both of us are government employees (to be frank, my wife holds a higher post and her share of monthly income is larger than mine) and yet she toils more than I do in the house (and at office too)!

Bed rest for my wife would be over and I would be relieved of this tedious and tiresome kitchen work, I thought. But who will relieve her of this burden of running a home? I realised that the woman — the mother, the wife — is the spine of a home. It is truer if both the wife and husband are employed. A wife serves her children, the husband and her home too. She knows the needs of the children, husband and the home. But the husband and children know only about their own needs. After serving all the needs of others, the women attend to their own needs, physically tired and mentally battered.

I remember reading in a feminist article that the work done by women in the kitchen is equal to that of a pilot who flies an aeroplane. What an absolutely correct observation! Men will realise it only when they are left alone and forced to cook for their survival. We don't know the value of the service women do for the well-being of the family. Their unselfish service is taken for granted and we are fond of believing that they are frail and inferior to men. Actually, women are not only equal to men but in many respects are superior too.

Un lot d'alcool frelaté fait plus de 120 morts dans l'est de l'Inde

Plus de cent vingt personnes sont mortes empoisonnées dans l'est de l'Inde après avoir bu de l'alcool frelaté pouvant contenir un solvant très toxique, tandis que de nombreuses autres ont été hospitalisées, ont annoncé jeudi les autorités locales.

"Le bilan s'est alourdi à 126 morts", a déclaré par téléphone Narayan Swarup Nigam, le responsable du district de Vingt-quatre Parganas, à 30 km de Calcutta, la capitale de l'Etat du Bengale occidental. La police a arrêté sept personnes en lien avec le drame, a-t-il ajouté.

Un précédent bilan faisait état de 102 morts.

Les victimes, pour la plupart des paysans ou des conducteurs de triporteurs trop pauvres pour s'acheter des alcools de marque, sont originaires de dix villages frontaliers du Bangladesh. Ils avaient acheté mardi de l'alcool dans des bars clandestins ou auprès de contrebandiers.

Les trois hôpitaux les plus proches ont en outre accueilli des dizaines de patients grièvement malades, ayant perdu connaissance ou se plaignant de douleurs abdominales et de brûlures à l'estomac.

Plus de 100 personnes étaient encore hospitalisées jeudi, dont un garçon de 12 ans qui aurait bu de l'alcool en pensant qu'il s'agissait d'eau, selon des sources hospitalières.

L'alcool fabriqué clandestinement est très consommé en Inde en raison de son prix attractif. Selon un habitant du district concerné, un demi-litre ne coûte que 6 roupies, soit 8 centimes d'euros.

Selon M. Nigam, du méthanol a été détecté sur au moins 20 victimes après autopsie, faisant craindre que ce solvant hautement toxique soit à l'origine des empoisonnements mortels.

Le méthanol, également utilisé comme carburant, est parfois ajouté à l'alcool local baptisé "moonshine" en petites quantités pour augmenter la teneur en alcool.

Mais ce produit peut rendre aveugle, voire entraîner la mort en cas de forte concentration.

"Du méthanol a été retrouvé dans l'estomac d'au moins vingt victimes. Il se peut que ce ne soit pas la seule raison de la mort. Nous enquêtons", a commenté auprès de l'AFP Chiranjib Murmu, le responsable de l'hôpital Diamond Harbour.

La chef du gouvernement du Bengale occidental, Mamata Banerjee, a annoncé l'ouverture d'une enquête et le versement de 200.000 roupies (2.800 euros) au titre de compensations financières pour chaque famille de victimes.

Elle a également annoncé l'arrestation de quatre personnes.

"Je veux prendre des mesures fermes contre ceux qui fabriquent et vendent de l'alcool illégal", a-t-elle affirmé.

La police a précisé que des habitants en colère ont mis à sac des distilleries locales.

Selon Johnson Edayaranmulah, le directeur du groupe de pression Indian Alcohol Policy Alliance, qui milite pour la mise en oeuvre de politiques responsables en matière de consommation d'alcool, les morts dues à des boissons frelatées sont monnaie courante en Inde.

Il a toutefois avancé l'hypothèse d'une erreur dans le produit rajouté, supposant que les producteurs aient pu prendre du méthanol pour de l'éthanol, moins toxique.

"On trouve de l'alcool clandestin partout en Inde. La loi n'est pas appliquée et il existe un lien contre nature entre les autorités -- police, hommes politiques, douanes -- et les contrebandiers", a-t-il accusé.

"La police accepte les pots-de-vin, les douaniers acceptent les pots-de-vin, tout le monde ferme les yeux. Cela montre que la corruption fait partie de l'état d'esprit indien".

Selon un rapport de l'Organisation mondiale de la santé (OMS) de 2004, l'abus d'alcool est l'une des principales causes de mortalité chez les jeunes Indiens.

En juillet 2009, 43 personnes étaient mortes empoisonnées par de l'alcool frelaté dans le Gujarat (ouest), un Etat qui interdit la vente d'alcool.

En mai 2008, 168 personnes avaient succombé dans les Etats du Karnataka et du Tamil Nadu (sud).

Un post qui a pour but de réconcilier les touristes avec l'image qu'ils se font de Delhi: une mégalopole surpeuplée, polluée et bruyante... mais qui n'en est pas moins la capitale historique et culturelle du pays. D'autant plus que de octobre à décembre, c'est la saison des festivals (musique, danse, théâtre, arts en tous genres), et le bon climat pour sortir. Un climat plus agréable, c'est aussi l'occasion d'aller visiter des lieux touristiques, comme la tombe de Safdarjung. Pas aussi belle que Humayun, mais sympa pour déambuler dans le parc en photographiant le monument sous différents angles.

Pour une fois, je ne prends ni rickshaw ni métro, et marche le long des avenues ombragées de New Delhi

Un rituel au cours duquel des Indiens issus de basses castes se roulent dans les restes de nourriture laissés par les plus hautes castes a provoqué une dispute entre les participants et des militants sociaux qui tentaient d'interdire cette pratique au nom des droits de l'homme.

Des centaines de personnes prennent traditionnellement part à cette cérémonie annuelle, appelée "made snana", qui consiste à se rouler dans la nourriture abandonnée par des brahmanes après un festin servi sur de grandes feuilles.

La tribu locale Malekudiya croit que le rituel de trois jours, qui s'est achevé mercredi au temple Subrahmanya dans l'Etat du Karnataka (sud), nettoie les impuretés et soigne les problèmes de peau.

Un militant qui demandait l'interdiction de cette cérémonie "inhumaine et non scientifique", K.S. Shivaramu, a été battu à l'extérieur du temple alors qu'il faisait pression pour une intervention de la police, a rapporté jeudi le quotidien The Hindu.

"La pratique consistant à servir de la nourriture à l'intérieur du temple pour une caste particulière devrait cesser", a-t-il plaidé, faisant aussi valoir que se rouler dans la nourriture n'était que "la perpétuation de croyances superstitieuses".

Mais il s'est heurté à l'incompréhension de la tribu Malekudiya.

Selon l'un de ses membres, Gujarat Bhat, qui suit ce rituel depuis huit ans, "de bonnes choses me sont arrivées grâce à la "made snana".

Le gouvernement du Karnataka a tenté d'interdire la cérémonie, qui serait vieille de 500 ans, mais ils ont fléchi sous la pression de la tribu.

Un responsable du gouvernement a reconnu auprès du Mail Today que cette pratique s'apparentait à de la "discrimination" mais, a-t-il souligné, "des milliers de fidèles veulent suivre ce rite. Nous ne sommes pas en position d'aller à l'encontre de leurs croyances".

Dans le système complexe de stratification sociale de l'Inde, les groupes tribaux sont considérés comme appartenant à la plus basse caste, au côté des Dalits (les "intouchables").

La discrimination selon la caste est illégale en Inde mais elle continue pourtant d'être à l'oeuvre, surtout en dehors des grandes villes, notamment dans les domaines de l'éducation et de l'emploi.

Indian skies safe despite 'fake' pilots, says regulator

NEW DELHI, Dec 2, 2011 (AFP) - It began with a dangerous landing and has resulted in 16 pilots being sacked. India's fake flying licence scam posed a severe challenge to the country's airline safety regulator.

But in an interview with AFP, the head of the Directorate General of Civil Aviation (DGCA) said a crackdown on pilots that involved surprise and random checks had successfully identified the fraudsters.

"Now we are doing thorough checks of all the licences that are being issued. We have left the scandal behind us," said E.K. Bharat Bhushan. "We will do whatever it takes to clean-up the entire system."

He also said Indian skies were safe despite the evidence of qualification fraud -- a rampant problem found in other sensitive areas in corruption-plagued India, including medicine.

"It is certainly not unsafe to fly with an Indian carrier," he said. "If you look at our records, it's not bad. There haven't been a lot of accidents.

"We maintain close surveillance over both airplanes and airports."

But questions remain over whether the under-resourced DGCA is capable of probing deep enough into a problem that has caused profound anxiety for travellers in India.

The fake licence scam came to light after a pilot with the private airline Indigo landed her Airbus aircraft on the nose wheel instead of the rear wheels in March this year.

The unusual and potentially dangerous landing alerted the DGCA, which immediately launched a probe into her credentials.

"We grounded her immediately," says Bhushan. "Then we got an email from her estranged husband saying she had flunked her pilot exam and was not qualified to fly.

"That opened a Pandora's Box. We launched a full investigation and found she had submitted a fake marksheet to procure a pilot licence."

More checks showed a worrying trend of licences being obtained illegally by fudging mark sheets and flying hours with the connivance of DGCA officials.

A total of 16 "fake" pilots employed in major domestic airlines, including state-owned national carrier Air India, as well as leading private airlines Jet Airways, SpiceJet and IndiGo were outed by investigators.

Three DGCA employees were accused of involvement and they now face charges in court.

Demand for pilots has exploded in India since the 1990s, when deregulation allowed private players to cater to the growing number of Indians choosing air travel over long train journeys.

The emergence of no-frills airlines saw a fresh spurt in the number of operators and there are now estimated to be 8,000 chief and co-pilots plying the busy skies over the subcontinent.

Bhushan admits that the DGCA has struggled to keep up with the pace of expansion, with its modest resources over-stretched.

"We are short-staffed at the moment. But we are in the process of creating 550 new posts. We are also trying to make the whole process of licence granting online so that it becomes easier to catch cheats," he said.

He also conceded it was a challenge to check the licences of all the pilots operating in India, the fastest growing domestic market in the world with 18.4 percent year-on-year growth, according to Centre for Asia Pacific Aviation.

"It is a challenge for the safety regulator in such a scenario where the number of travellers increases by the day and so do the number of flights," said Bhushan.

"The passenger capacity has jumped from 65 million 10 years ago to 235 million. There are 438 scheduled aircraft and eight operators. And then there are numerous chartered and non-scheduled aircrafts," he said.

The DGCA has also had to tackle the problem of bogus flying schools.

A report on the NDTV news channel said flying instructors at the Rajasthan Flying School were bribed to fudge flying hours. The school saved fuel costs and students got their licences faster.

It meant prospective pilots flew about 40 hours for a licence that required 200 flying hours.

"There are 40 flying schools operating in the country which are approved. We have done a detailed audit and taken action where ever we found discrepancies," Bhushan said, adding that the problem had been "exaggerated" by the media.

"We found there were only a couple of agents who were promising admission to flying schools in exchange for money. Due action has been taken against them," he said.

L'ouverture d'un magasin de gros du français Carrefour à Jaipur (nord-ouest) a été perturbée lundi par des manifestants opposés à une réforme contestée permettant aux multinationales étrangères d'ouvrir des hypermarchés en Inde, a indiqué mardi la police.

Des centaines de manifestants du parti d'opposition Bharatiya Janata Party (BJP) se sont rassemblés lundi devant l'enseigne réservée aux professionnels, la deuxième qu'ouvre le groupe en Inde.

"Des manifestants ont réussi à faire irruption dans le magasin en dépit de la sécurité. Ils ont tenté de déchirer des panneaux et ont brûlé une effigie du Premier ministre (Manmohan Singh)", a déclaré Bajrang Singh, un inspecteur de police de Jaipur.

Interrogé par l'AFP, un porte-parole de Carrefour a de son côté assuré que les manifestants n'étaient pas entrés dans le magasin.

"C'était une manifestation pacifique. Il n'y a aucun dégât", a-t-il déclaré.

Le responsable de la section du BJP au Rajasthan, l'Etat indien dont Jaipur est la capitale, a expliqué que la réforme sur le commerce de détail annoncée jeudi par le gouvernement était à l'origine de la manifestation.

"Nous avons manifesté contre la décision d'autoriser les investissements directs étrangers dans le commerce de détail. Nous avions déjà programmé nos actions de protestation au Rajasthan et la manifestation devant Carrefour à Jaipur en faisait partie", a déclaré Arun Chaturvedi.

Il a prévenu que de nouvelles actions similaires étaient prévues mardi.

Le conseil des ministres a approuvé jeudi l'ouverture du marché de la grande distribution aux investissements étrangers, à hauteur de 51%, une décision attendue depuis des années par les multinationales qui pourrait révolutionner le mode de consommation du pays.

Delhi's 100th birthday stirs debate on colonial era

New Delhi reaches 100 next month, not knowing whether to mark the birthday with celebrations of its run-away success or to ignore a date that revives memories of British colonial rule.

On December 12, 1911, King George V called all Indian princes and rulers to a "durbar" pageant on a flat piece of land north of the old city of Delhi and declared the national capital would move there from Calcutta.

The decision, which came as a surprise even to senior British officers, was based on worsening unrest in the Calcutta region and Delhi's more strategic position in the centre of the subcontinent.

One hundred years on, Delhi is a vast mega-city at the heart of India's booming economy with up to 18 million inhabitants living in sprawling low-rise suburbs that stretch across the Yamuna floodplain.

"Yes, there is ambivalence on what to celebrate and how to celebrate," Delhi's chief minister Sheila Dikshit admitted in early November, as questions grow over whether any major events are planned for the city's centenary.

"(The) ministry of culture has to draw up a plan... I feel they don't have a clear direction yet," she added.

The site of the lavish 1911 durbar did not actually become "New Delhi" as ground to the south of the old city was preferred, and the spot instead became a graveyard for British imperial statues discarded after independence in 1947.

Derelict and forgotten for decades, "Coronation Park" is now undergoing a slow renovation process, but it will not be ready for any celebrations on December 12.

For A.G. Krishna Menon, the Delhi head of the Indian National Trust for Art and Cultural Heritage (INTACH), glossing over the events of 100 years ago is to try to re-write the past.

"This is a chance to increase awareness about the city around us," he said. "There is a debate on whether we should be celebrating or not but, as conservationists, we say it is part of history that must be recognised.

"New Delhi was designed by the British but could not have been built anywhere else due to the Indian craftsmen, builders and Indian sensibilities."

In the eyes of many visitors and locals, New Delhi's grand imperial architecture is one of the great sights of India, including the 340-room presidential palace from where the British viceroy once ruled over the nation.

Menon believes the buildings and monuments are now rightly a symbol of national pride. "When I stand there, a lot of things resonate. All of it adds up to a positive idea of the country," he said.

Indians often point out that Delhi was previously a major Mughal capital, and that the "New Delhi" built by British architects Edwin Lutyens and Herbert Baker was just the latest of several cities in the same area.

"This is an occasion to mark 1911 as the re-emergence of Delhi as a capital," said Mahesh Rangarajan, an Indian historian who specialises in the British Raj.

"India lived under an occupying power then, and the British thought they would be here for centuries when they built New Delhi. But the empire was gone just a few years later.

"Colonial rule was often painful, but it is seen here as just another layer of history."

Lutyens himself harboured racist views about the Indian people, and very few locals turned up to celebrate the city's inauguration when it was finally completed in 1931.

Many British tourists often say they are fascinated, if not always proud, of their country's former presence in India, and that they are struck by the lack of bitterness among locals.

Mark Tully, the veteran BBC reporter and doyen of British writers on India, sees the moulding of old Delhi, imperial Delhi and the modern expanding city of today as a reflection of the nation's flexibility.

"It is about Indians' ability to live with variety, to preserve their culture, and yet to be affected by other cultures," he said.

"Some Indians feel very strongly that New Delhi is a colonial imposition and that this date is not something to celebrate, but I think they are in a minority.

"I come from an old British Raj family, and in more than 40 years living here I have never once had that fact thrown in my face. Indians are remarkably mature about their colonial background."

Authorities in Delhi are still promising to arrange some kind of celebrations around December 12, but most residents in the teeming and chaotic city will be unaware of its 100th birthday.

As the city grows rapidly with new metro lines, highways and satellite towns all mushrooming up, many citizens instead look ahead to a new global order in which India itself is becoming a dominant force.

New Delhi's 100th birthday gets barely a nod

The Indian capital of New Delhi marked its 100th birthday on Monday without any official celebrations of a day that revives memories of British rule over the country.

On December 12, 1911, visiting King George V told crowds at an elaborate imperial ceremony that India's capital would be moved from the eastern port of Calcutta to a new city to be built next to the ancient settlement of Delhi.

"New Delhi" was designed on a grand scale with tree-lined boulevards, a 340-room palace for the British viceroy and elegant public buildings -- all of which remain intact today.

The centenary of the decision has been the subject of public lectures and discussion seminars, but there has been no programme or parades organised by city authorities.

The only scheduled event is Sheila Dikshit, the chief minister of Delhi, attending the launch of a book about the series of cities built in the same area over the centuries.

"There is ambivalence on what to celebrate and how to celebrate," Dikshit admitted last month.

While officials have been wary of focusing on the pomp and circumstance of 1911, newspapers have covered the run-up to the anniversary with pages of archive pictures.

"The best may be still to come," the Times of India declared in its editorial on Monday, pointing out that the sprawling city now had about 160 times as many residents as in 1911.

The Hindustan Times printed black-and-white photographs of British architect Edwin Lutyens riding on an elephant to survey the site, and of India Gate, a triumphal arch, under construction before the city was finished in 1931.

"From the seat of government of the British Raj... to the capital of independent India that has grown by leaps and bounds in recent decades, Delhi has indeed come a long way in the last hundred years," said the Mail Today.

Delhi is planning year-long "cultural" celebrations starting in January, government officials told AFP, though no details were available. The park where King George V made his announcement is also being renovated.

A few days after the December 12 declaration, the king and his wife Queen Mary unveiled New Delhi's foundation stone at a spot to the north of the old city near the "durbar" ceremony grounds.

However engineers soon rejected the location as too marshy, and a new site to the south of the existing city was chosen for work to begin.

With India undergoing a dramatic economic transformation in the past 20 years, the country's time under British rule before independence in 1947 has little resonance today for many Indians.

"Colonial rule was often painful, but it is seen here as just another layer of history," historian Mahesh Rangarajan told AFP.

"India lived under an occupying power then, and the British thought they would be here for centuries when they built New Delhi. But the empire was gone just a few years later."

For A.G. Krishna Menon, the Delhi head of the Indian National Trust for Art and Cultural Heritage (INTACH), glossing over the events of 100 years ago is to try to re-write the past.

"As conservationists, we say it is part of history that must be recognised," he said. "New Delhi was designed by the British but could not have been built anywhere else due to the Indian craftsmen, builders and Indian sensibilities."

Hazare, 74 ans, érigé au rang d'icône pendant sa campagne cet été pour durcir la législation actuelle contre la corruption, a déclaré sur une chaîne de télévision que les châtiments corporels avaient déjà été utilisés dans son village natal de l'Etat du Maharashtra (ouest).

"Nous donnons trois avertissements parce qu'après tout, ils font partie de notre peuple", a dit cet admirateur autoproclamé de Gandhi, le père de l'indépendance de l'Inde connu pour ses méthodes de contestation pacifistes.

"Mais après ces avertissements, nous traînons l'individu au temple et lui faisons promettre qu'il ne se remettra plus jamais à boire".

"Mais si après tout ceci, ils continuaient à boire, nous avions l'habitude de les attacher à un piquet près du temple et de les battre", a-t-il détaillé sur la chaîne d'informations NDTV.

Ces propos ont déclenché une vague de protestations parmi la classe politique.

"Je pense que les talibans avaient pour habitude de dire la même chose", a lâché Manish Tewari, le porte-parole du parti au pouvoir, le parti du Congrès.

Le principal parti d'opposition, le parti conservateur BJP, a lui jugé que ce genre d'approche ne permettait aucunement de régler le problème de l'alcoolisme.

Ce n'est pas la première fois qu'Anna Hazare suscite une levée de boucliers en proférant des propos considérés comme extrémistes.

Voici quelques mois, il avait proposé d'étendre la peine de mort à tous les fonctionnaires jugés coupables de corruption.

COPENHAGEN – When Denmark’s new government ministers presented themselves to Queen Margrethe II last month, the incoming development minister established his green credentials by rolling up to the palace in a tiny, three-wheeled, electric-powered vehicle. The photo opportunity made a powerful statement about the minister’s commitment to the environment – but probably not the one he intended.

Christian Friis Bach’s electric-powered vehicle was incapable of covering the 30 kilometers from his house to the palace without running out of power. So he put the electric mini-car inside a horse trailer and dragged it behind his petrol-powered Citroën for three-quarters of the trip, switching back to the mini-car when he neared the television cameras. The stunt produced more carbon emissions than if he had ditched the electric car and horse trailer and driven a regular car the entire distance.

Unfortunately, the story is not unique. Under the United Kingdom’s Labour government in 2006, Conservative party leader David Cameron attracted attention for trying to “green” his credentials by cycling to work; the tactic went awry when it emerged that a car trailed him carrying his briefcase.

But environmental hypocrisy in current politics runs deeper than photo opportunities. In Denmark, as across the developed world, politicians are promising to fix the globe’s financial mess by overseeing a transition to a greener economy. In the United States, President Barack Obama touts “green jobs.” Australian Prime Minister Julia Gillard has introduced a carbon tax to “enable economic growth without increases in carbon pollution.” And David Cameron was elected Prime Minister on a promise to lead the UK’s “greenest government ever.”

Denmark serves as a useful test of whether these leaders’ preferred policies yield the environmental and economic benefits that they promise. In tune with international enthusiasm for green energy investment, the Danish government intends to expand wind power dramatically by 2020. That is a significant gesture, but, since the country is part of the European Union’s emissions-trading scheme, it will mean absolutely nothing for global CO2 emissions. It will simply make coal power cheaper in other EU countries.

Indeed, costly emission cuts in Denmark and elsewhere are likely to lead to a partial relocation of CO2 emissions to more lenient countries, such as China (where production is less climate-efficient), and thus to an overall increase in global CO2 emissions. The EU has reduced its emissions since 1990, but, at the same time, it has increased imports from China, which alone has produced enough emissions to offset those reductions.

Some will argue that we must implement a comprehensive Kyoto-style agreement to cut emissions globally. But, as we saw at the farcical Copenhagen climate summit in 2009, such an agreement is impossible. Nobody expects a deal to emerge from next month’s summit in Durban, South Africa, and with good reason: even with Democrats in the White House and controlling Congress, the US could not implement an agreement on climate change, while emerging economies, led by China and India, are unwilling to implement measures that would impede growth.

Danish politicians – like politicians elsewhere – claim that a green economy will cost nothing, or may even be a source of new growth. Unfortunately, this is not true. Globally, there is a clear correlation between higher growth rates and higher CO2 emissions. Furthermore, nearly every green energy source is still more expensive than fossil fuels, even when calculating pollution costs. We do not burn fossil fuels simply to annoy environmentalists. We burn them because fossil fuels have facilitated virtually all of the material advances that civilization has achieved over the last few hundred years.

Politicians in Denmark and elsewhere argue as if this were no longer true: a transition to a green economy will create millions of new “green jobs.” But, while green-energy subsidies generate more jobs in green-energy sectors, they also displace similar numbers of jobs elsewhere. This is not surprising: either customers or taxpayers must finance subsidies. Electricity prices will increase, implying a drag on private-sector job creation. If the goal is to create jobs, public investment in other areas – such as the health care – generates stronger, faster employment growth.

To bring the point home, for years Danish politicians have insisted on subsidizing the world’s largest, Danish-based, wind-turbine producer, Vestas, arguing that Denmark wins when other countries spend subsidies on Danish wind-farm technology. But when the Danish Economic Council examined the situation in 2004, it concluded that the country had lost money overall from expenditures on subsidies. More seriously, in today’s tough financial times, the solar and wind industries are downsizing production in expensive countries and shifting employment to cheaper economies. Last year, Vestas dismissed 3,000 employees in Denmark and Sweden.

Many politicians are drawn to photo opportunities and lofty rhetoric about “building a green economy.” Unfortunately, the green-energy policies currently being pursued are not helping the environment or the economy. More likely, they will lead to greater emissions in China, more outsourcing to India, and lower growth rates for the well-intentioned “green” countries.

Sérieuse, je reste au boulot jusqu'à 21h (plus pour éviter de repasser chez moi dans le sud alors que la gare est dans le nord...), et à 21h30 je suis déjà à la gare. C'était bien la peine d'être en avance. Le train est retardé et ne partira qu'à... 3h du matin!
censé arriver à Ramnagar à 4h55 initialement, le train de 3h aurait dû arriver à 9h30. Au lieu de cela, ce n'est au'à 11h30 que nous atteignons la ville qui est le point de départ des visites de Jim Corbett National Park, le plus ancien des parc nationaux de l'Inde (créé en 1936), dans l'état de Uttarakhand:

Arrivée à notre hôtel Jungle Paradise (tous les hôtels se situent en bordure est du Parc, au bord de la rivière Kosi), une bonne douche et un bon déjeuner s'imposent...

...avant de partir en "Elephant Safari"! Bizarrement, ils font venir des éléphants (femelles) domestiqués d'Assam, état au nord-est de l'Inde, plutôt que de capturer les éléphants sauvages du parc, trop difficile à dresser et susceptible de retourner à l'état sauvage.

Traversée de la rivière Kosi pour atteindre la forêt, à la tombée du jour, moment où les animaux osent se montrer (mais où la lumière est terrible pour les photos, raison pour laquelle vous ne verrez pas les daims, sangliers, singes, paons et autres oiseaux que nous avons surpris...)

Le lendemain, levé à 5h pour un "Jeep Safari" dans la forêt, accompagné d'un photographe professionnel en quête de clichés d'oiseaux pour National Geographic et autres magazines.

Baptisé Hailey National Park à sa création en 1936 (Sir Malcolm Hailey était alors le gouverneur britannique des Provinces Unies), Le parc a pris le nom Corbett National Park en 1957, en l'honneur de Jim Corbett, légendaire chasseur devenu protecteur de la faune sauvage, qui se fit surtout connaître par ses chasses aux tigres et léopards d'hommes dans a région.
Le parc est divisé en différentes zones: les "buffer zones" en périphérie, où les villageois sont autorisés à aller chercher du bois pour le feu, les zones touristiques où les jeep safari ont lieu, et les zones réservées aux officiels de forêt pour étudier la faune.
Nous nous rendrons donc dans la zone appelée "Jirna", au sud du parc.

Encore dans la "buffer zone", nous apercevons au loin un troupeau d'éléphants sauvages...

que nous attendrons gentiment de l'autre côté de la barrière d'entrée de la zone touristique!

Alors que je dois me rendre à Bangalore pour un séminaire, j'en profite pour y passer le weekend.
Et franchement, c'est bien parce qu'il y a le séminaire, car sinon ce n'est vraiment pas une ville où passer ses vacances! Surtout quand on voit que la circulation et la pollution sont pires qu'à Delhi... (si si, c'est possible!!!)

- contenu de l'information aussi riche qu'une révision de programme de 6ème... (j'exagère, le dernier étage dédié aux nouvelles technologies de l'information et de la communication est intéressant, en même temps c'est ça qui fait la popularité et la richesse de la ville...).

Démographie: l'avenir incertain d'une planète remplie d'hommes

NEW DELHI, 28 oct 2011 (AFP) - A l'heure où la population mondiale franchit le cap des sept milliards, des experts craignent que le déséquilibre des sexes favorise l'émergence d'instables "pays de célibataires" se menant une concurrence acharnée pour trouver une épouse.

Les conséquences exactes de ce que le démographe français Christophe Guilmoto qualifie de "masculinisation alarmante" dans des pays comme l'Inde ou la Chine, à cause des avortements sélectifs, restent encore incertaines.

Mais de nombreux experts estiment que dans cinquante ans, la pénurie de femmes aura sur la société un impact similaire à celui du réchauffement climatique, invisible mais bien réel.

Derrière ces avertissements, se cachent des statistiques irréfutables.

La nature fournit des chiffres invariables: il naît entre 104 et 106 garçons pour 100 filles et le moindre changement de cette proportion ne peut s'expliquer que par des facteurs anormaux.

En Inde et au Vietnam, le chiffre est d'environ 112 garçons pour 100 filles. En Chine, la proportion passe quasiment de 120 pour 100, quand elle n'est pas de 130 garçons pour 100 filles dans certaines régions.

Et la tendance se propage: en Azerbaïdjan, en Géorgie, en Arménie, les ratios à la naissance sont tous de l'ordre de plus de 115 garçons pour 100 filles. En Albanie et au Kosovo, on constate le même phénomène.

La prise de conscience mondiale remonte à 1990 lorsque le prix Nobel indien, l'économiste Amartya Sen, publia un article au titre choc: "Plus de 100 millions de femmes sont portées manquantes".

Les démographes estiment que ce chiffre a désormais dépassé les 160 millions, résultat de la préférence traditionnelle pour les fils, de la baisse de la fertilité et, plus important, des échographies bon marché permettant d'avorter s'il agit d'une fille, en toute illégalité.

Même si le ratio à la naissance revenait à la normale en Inde et en Chine d'ici les dix prochaines années, M. Guilmoto estime que dans ces deux pays, le mariage resterait pour les décennies à venir un casse-tête pour les hommes.

"Non seulement ces hommes vont devoir se marier à un âge plus avancé, mais ils risquent de devoir rester célibataires dans des pays où presque tout le monde avait l'habitude de trouver une femme", analyse-t-il.

Certains pensent que ce nouveau contexte pourrait accroître la polyandrie (une femme avec plusieurs époux) et le tourisme sexuel tandis que d'autres anticipent des scénarios catastrophe où la prédation sexuelle, la violence et les conflits seraient les nouvelles normes sociales.

Voici quelques années, les politologues Valérie Hudson et Andrea den Boer ont même écrit que les pays asiatiques majoritairement peuplés d'hommes représentaient une menace pour l'Occident.

Selon eux, "les sociétés au fort ratio hommes-femmes ne peuvent être gouvernées que par des régimes autoritaires capables de supprimer la violence dans leur propre pays et de l'exporter à l'étranger via la colonisation ou la guerre".

Mara Hvistendahl, journaliste pour le magazine Science et auteur d'un récent essai intitulé "Sélection non naturelle", objecte que les risques de guerres à grande échelle sont peu probables, rappelant notamment que l'Inde est une démocratie.

Mais elle admet qu'historiquement, les sociétés où le nombre d'hommes dépasse celui des femmes ne sont pas agréables à vivre", évoquant des risques d'instabilité et parfois de violence.

Des agences des Nations unies ont mis en garde contre une corrélation entre la rareté des femmes et une hausse du trafic sexuel ou des migrations de population pour se marier.

Mais peu de solutions ont jusqu'à présent été avancées.

Pour M. Guilmoto, la priorité aujourd'hui est de s'assurer que le problème soit rendu public, et pas seulement dans les pays émergents.

"En Europe de l'Est, les gens n'ont absolument aucune idée de ce qui est en train de se passer", prévient-t-il.

Indian village suffers for lack of women

SIYANI, India, Oct 12 (Reuters) - Nearly two dozen men building a temple in this remote farming village lay down their tools at midday and walk through the dusty streets to a shed where they are joined by another group of men -- and start eating a meal cooked by a man.

They live, eat and sleep together, sharing mattresses on the bare floor of an empty room the way a married couple usually would. All but a handful are unmarried -- a living example of India's rapidly worsening gender imbalance.

Census data released earlier this year revealed there are 914 girls for every 1,000 boys born - a sharp fall since 2001 when the ratio was 933 girls for every 1000 boys.

"I have been looking to marry since I was 15," said Vinodbhai Mehtaliya, a 23-year-old Siyani farmer.

A decades-old Indian preference for male children, who are seen as breadwinners, has led to the skewed ratio, aided by cheap ultrasound tests that assist in sex-selective abortions and female infanticide.

Siyani, in the western state of Gujarat, shows the decline. Here, some 350 men over the age of 35 are simply unable to get married -- out of a total population of roughly 8,000.

"I'm lucky I got married 20 years ago" said 42-year-old Laljibhai Makwana, who works as a diamond polisher in one of the village's small workshops. "If I was young here today I would never get married."

The absence of women is obvious in the village's bumpy, tiny lanes, where cows wander freely, especially in the evenings.

"There is little industrial development or infrastructure here, so people are poor and uneducated," said Prashant Dave, the 41-year-old owner of a small flour mill who said he was lucky to be married.

"There are too few women and they leave for better prospects."

Among the group of men living together, men perform all the tasks which are traditionally the domain of women: sweeping, cooking and cleaning. (au moins ça a un bon côté!)

The situation has also led to another reversal in custom, with some women and their parents asking for a lot of money from men to allow men to marry them, an inversion of the usual dowry system in which the woman's family has to pay the man's. et pas qu'un seul apparemment!)

At sunset, as the day's work ends, groups of unmarried men gather around the village tea stalls and tobacco shops, lacking wives and families to go home to.

"I've given up looking," said Bharatbhai Khair, who is single at 45 and has been trying to marry for 25 years.

"The women want more money for marriage than I can afford."

BAGHPAT, India, Oct 27 (TrustLaw) - When Munni arrived in this fertile, sugarcane-growing region of north India as a young bride years ago, little did she imagine she would be forced into having sex and bearing children with her husband's two brothers who had failed to find wives.

"My husband and his parents said I had to share myself with his brothers," said the woman in her mid-40s, dressed in a yellow sari, sitting in a village community centre in Baghpat district in the northern state of Uttar Pradesh.

"They took me whenever they wanted -- day or night. When I resisted, they beat me with anything at hand," said Munni, who had managed to leave her home after three months only on the pretext of visiting a doctor.

"Sometimes they threw me out and made me sleep outside or they poured kerosene over me and burned me."

Such cases are rarely reported to police because women in these communities are seldom allowed outside the home unaccompanied, and the crimes carry deep stigma for the victims. So there may be many more women like Munni in the mud-hut villages of the area.

Munni, who has three sons from her husband and his brothers, has not filed a police complaint either.

Social workers say decades of aborting female babies in a deeply patriarchal culture has led to a decline in the population of women in some parts of India, like Baghpat, and in turn has resulted in rising incidents of rape, human trafficking and the emergence of "wife-sharing" amongst brothers.

Aid workers say the practice of female foeticide has flourished among several communities across the country because of a traditional preference for sons, who are seen as old-age security.

"We are already seeing the terrible impacts of falling numbers of females in some communities," says Bhagyashri Dengle, executive director of children's charity Plan India.

"We have to take this as a warning sign and we have to do something about it or we'll have a situation where women will constantly be at risk of kidnap, rape and much, much worse."

SECRET PRACTICES

Just two hours drive from New Delhi, with its gleaming office towers and swanky malls, where girls clad in jeans ride motor bikes and women occupy senior positions in multi-nationals, the mud-and-brick villages of Baghpat appear a world apart.

Here, women veil themselves in the presence of men, are confined to the compounds of their houses as child bearers and home makers, and are forbidden from venturing out unaccompanied.

Village men farm the lush sugarcane plantations or sit idle on charpoys, or traditional rope beds, under the shade of trees in white cotton tunics, drinking tea, some smoking hookah pipes while lamenting the lack of brides for their sons and brothers.

The figures are telling.

According to India's 2011 census, there are only 858 women to every 1,000 men in Baghpat district, compared to the national sex ratio of 940.

Child sex ratios in Baghpat are even more skewed and on the decline with 837 girls in 2011 compared to 850 in 2001 -- a trend mirrored across districts in northern Indian states such as Haryana, Punjab and Rajasthan and Gujarat in the west.

"In every village, there are at least five or six bachelors who can't find a wife. In some, there are up to three or four unmarried men in one family. It's a serious problem," says Shri Chand, 75, a retired police constable.

"Everything is hush, hush. No one openly admits it, but we all know what is going on. Some families buy brides from other parts of the country, while others have one daughter-in-law living with many unwedded brothers."

Women from other regions such as the states of Jharkhand and West Bengal speak of how their poor families were paid sums of as little as 15,000 rupees ($300) by middle-men and brought here to wed into a different culture, language and way of life.

"It was hard at first, there was so much to learn and I didn't understand anything. I thought I was here to play," said Sabita Singh, 25, who was brought from a village in West Bengal at the age of 14 to marry her husband, 19 years her elder.

"I've got used to it," she says holding her third child in her lap. "I miss my freedom."

Such exploitation of women is illegal in India, but many of these crimes are gradually becoming acceptable among such close-knit communities because the victims are afraid to speak out and neighbours unwilling to interfere.

Some villagers say the practice of brothers sharing a wife has benefits, such as the avoidance of division of family land and other assets amongst heirs.

Others add the shortage of women has, in fact, freed some poor families with daughters from demands for substantial dowries by grooms' families.

Social activists say nothing positive can be derived from the increased exploitation of women, recounting cases in the area of young school girls being raped or abducted and auctioned off in public.

UNABATED ABORTIONS

Despite laws making pre-natal gender tests illegal, India's 2011 census indicated that efforts to curb female foeticide have been futile.

While India's overall female-to-male ratio marginally improved since the last census in 2001, fewer girls were born than boys and the number of girls under six years old plummeted for the fifth decade running.

A May study in the British medical journal Lancet found that up to 12 million Indian girls were aborted over the last three decades -- resulting in a skewed child sex ratio of 914 girls to every 1,000 boys in 2011 compared with 962 in 1981.

Sons, in traditionally male-dominated regions, are viewed as assets -- breadwinners who will take care of the family, continue the family name, and perform the last rites of the parents, an important ritual in many faiths.

Daughters are seen as a liability, for whom families have to pay substantial wedding dowries. Protecting their chastity is a major concern as instances of pre-marital sex are seen to bring shame and dishonour on families.

Women's rights activists say breaking down these deep-rooted, age-old beliefs is a major challenge.

"The real solution is to empower girls and women in every way possible," says Neelam Singh, head of Vatsalya, an Indian NGO working on children's and women's issues.

"We need to provide them with access to education, healthcare and opportunities which will help them make decisions for themselves and stand up to those who seek to abuse or exploit them."

Indian girls called 'Unwanted' get name change

MUMBAI, Oct 21, 2011 (AFP) - More than 100 Indian girls named "Unwanted" by their parents are to get new names this weekend as part of a campaign to tackle bias against women that has led to the country's huge gender imbalance.

About 150 of more than 200 girls called "Nakusa", which means "unwanted" in the local Marathi language of western Maharashtra state, will get rid of their first name for good on Saturday under an initiative in the district of Satara.

"We've identified 222 Nakusas," said district health officer Bhagwan Pawar, who has been behind a drive in the area to combat negative attitudes towards girls.

"The most probable reason for them being called 'Nakusa' is that they were the second, third or fourth child in that family and the parents wanted a boy," he told AFP.

Girls, particularly in poorer, rural areas of India, have traditionally been seen as a financial burden on their families because of the dowry that has to be paid when they marry.

In contrast, boys are viewed as heirs, future wage-earners and family heads.

"Many of these girls that we've identified don't want their name. They feel very bad about it, so there is a psychological impact," said Pawar.

"We will change their names and we will award them with certificates with the signature of the district collector (local government official) and myself. All their school documents and official records will be changed."

A preference for boys has led to a rise in the abortion of female foetuses in India as well as the neglect and even murder of baby girls, meaning millions of women are effectively "missing" from the population.

India has made the use of ultrasound scans to inform parents-to-be of the sex of their unborn child illegal, but a lack of enforcement means the practice continues.

One study published in The Lancet medical journal suggested that as many as half a million female foetuses are estimated to be aborted each year in India.

In April this year, 15 female foetuses were found on a rubbish dump in the eastern city of Patna.

In Satara, 190 kilometres (120 miles) from the state capital Mumbai, the sex ratio is 881 girls for every 1,000 boys -- well below the rural average of 919.

The national average of 914 is the worst since India became independent in 1947 and lags the global benchmark of 952.

Nature provides a biological standard for the sex ratio at birth of 943-962 females for 1,000 males. Any significant divergence from that narrow range can only be explained by abnormal factors, say population experts.

Sudha Kankaria, an activist who runs the local Save Girl Child charity and who has been involved in the renaming project, said the "Nakusas" of Satara were living examples of prejudice.

Because of their first name, many girls had poor self-esteem, were embarrassed and discriminated against, with the risk that they will pass on their insecurities to their own daughters, she added.

"It's a vicious circle and we should break it. With this project, we are benefiting two people: the Nakusas and the future Nakusas," she said.

Some girls have already changed their names in recent weeks, said Kankaria, adding that she has been working to introduce a pledge into the Hindu marriage ceremony for local couples to welcome and honour baby girls.

The first Nakusas to change their names were two young cousins, now called Aishwarya and Sunita.

"I didn't choose this name but it is nice," eight-year-old Aishwarya told the Times of India newspaper last month. "(My friends) still call me Nakusa because they have become used to it.

"But whenever anybody calls me Nakusa, I correct them," she added.

La Formule Un et la villageoise, deux visages de l'Inde

SALARPUR, Inde, 25 octobre (Reuters) - Meera, illettrée et mère de quatre enfants, ne connaît pas son âge exact et ne sait pas non plus pourquoi, à quelques centaines de mètres de son village, les bénéficiaires de l'essor économique de l'Inde suivront dimanche le premier Grand Prix de Formule Un organisé dans son pays.

"Qu'est-ce que c'est que cette histoire de Formule Un? J'ai appris seulement récemment qu'une partie de nos terres avait été acquise pour ça", explique la jeune femme, debout devant une mare fétide, avec à ses côtés un enfant couvert de verrues.

Au loin, on distingue les projecteurs allumés du circuit ultramoderne proche de New Dehli, symbole aux yeux des dirigeants de la capitale de la réussite de l'Inde et de son nouveau statut sur la scène mondiale.

Pour la classe aisée De New Delhi, le circuit de Buddh est l'exemple parfait de la capacité du secteur privé à construire un site de haute technologie, capable de recevoir un évènement de portée mondiale.

Pour d'autres, il illustre l'inéquité économique et sociale qui prévaut en Inde et est perçu comme une fête élitiste, dont les billets d'entrée sont inabordables pour la grande majorité des Indiens et qui n'est en aucune façon ancrée dans la culture nationale.

"La perception de l'Inde dans le monde va changer après le Grand Prix, et tout le monde oubliera ce qui est arrivé avec les Jeux du Commonwealth", assure le P-DG de Jaypee Sports International, le constructeur du circuit, en faisant allusion aux scandales de corruption qui ont entouré les Jeux.

Le premier Grand Prix de F1 en Inde constitue par ailleurs l'exemple type de la volonté des dirigeants sportifs internationaux de prendre toute leur part dans la croissance économique du continent asiatique.

PROJETS PHARAONIQUES

Dans ce domaine, l'Inde est en concurrence directe avec les autres grands pays émergents. La Chine a accueilli les Jeux olympiques en 2008, le Brésil les organisera en 2016, deux ans après avoir reçu les acteurs de la Coupe du monde de football.

Pour l'heure, le débat fait rage en Inde sur le bien-fondé des projets sportifs pharaoniques des autorités dans un pays où le taux de malnutrition dépasse celui de la zone sub-saharienne.

Le billet le moins cher pour le Grand Prix de dimanche est de 2.500 roupies (36 euros), l'équivalent d'un demi-mois de salaire d'une femme de ménage.

Les entreprises débourseront environ 200.000 dollars (140.000 euros) pour une loge, et toutes ont pratiquement trouvé preneur.

"A bien des égards, tout cela met en relief ce qui ne va pas dans ce pays", souligne Paranjoy Guha, un commentateur politique.

"Une partie de la population voudrait afficher devant le monde entier notre croissance économique. Mais il faut venir ici pour constater la réalité et voir sur le terrain l'inégalité et la pauvreté", ajoute-t-il.

Dans son village de Salarpur, Meera prend dans ses bras l'un de ses enfants, victime à deux reprises de la malaria.

"Je ne comprends pas qu'on puisse avoir des voitures qui courent pour le plaisir des gens. Il y en a qui paient pour ça, comme au cinéma?"

A proximité, les employés du circuit procèdent aux derniers préparatifs en arrosant abondamment les pelouses impeccables entourant le site. Meera, qui ne dispose que de quatre heures d'électricité par jour, doit aller chaque jour chercher de l'eau à la pompe, située à une demi-heure de marche.
